Something like the following?

- setting max. quota (single image size, total memory use, number images?) pr. user
- setting max. quota pr. group

I suppose user setting override group setting - which again overrides admin setting?

Where do you place the setup (new menu item in admin or?)

I just define a quota on the amount of data stored, which I think is best suitable and from user point of view best understandable
